Where to get help with Hacienda in your language
Shows which tax agency channels, languages and bodies can help you with Hacienda, when to use the complaints body, and how a binding tax consultation works. It is for newcomers who need help in English or want a firm answer on their own case.
Terms used
- Cita previa — A cita previa is an appointment you must book before being seen in person at a tax agency office.
- Consejo para la Defensa del Contribuyente — The Consejo para la Defensa del Contribuyente is a Finance Ministry body that handles complaints and suggestions about tax service, not legal appeals.
- Recurso — A recurso is a formal appeal against a tax decision.
- Reclamación económico-administrativa — A reclamación económico-administrativa is a formal challenge to a tax decision, heard by a tax tribunal before any court.
- Gestor — A gestor is a paid administrative adviser who handles tax and official paperwork for you.
Key rules
- Appointments: You need a cita previa to be seen in person at a tax agency office.
- Complaints body: The taxpayer defence council handles service complaints only; it cannot reverse a tax decision or pause a deadline.
- Binding consultation: If you follow the written answer to a binding consultation on the same facts, you cannot be penalised.
- Full facts: Describe your situation completely in a consultation, because the answer only covers the facts you give.
Start with the tax agency's own channels
The tax agency (AEAT) is the first place to go, and you can get help without speaking Spanish well.
- Website language. The agency's website is available in Spanish, Catalan, Galician, Basque, Valencian and English. Some information is also in French and German. Switch the language before you start a procedure.
- Phone. For general questions, call 901 33 55 33 or 91 535 73 26. For general administration, 060 also works.
- Income tax campaign. During the campaign there are dedicated lines to help with the annual return.
- In person. You need a cita previa (prior appointment) to be seen at a tax office. Book it on the agency's electronic office, through its app, or by phone on 901 22 33 44 or 91 553 00 71.
- English-speaking staff. Offices in tourist areas often have staff who speak English, but this is not guaranteed. Some basic guides are published in foreign languages.
If you need proof that your taxes are up to date, the process below shows how to request a certificate.
Complaints about service: the taxpayer defence council
The Consejo para la Defensa del Contribuyente is attached to the Ministry of Finance. Use it when the problem is how you were treated or how the service works, for example long waits or poor information. It studies complaints and suggestions and may propose improvements.
It cannot cancel or change a tax decision. It issues no binding decisions and does not stop any deadline running. File a complaint or suggestion (quejas y sugerencias) online through the agency's electronic office, or in writing.
For a real dispute over a tax decision, the route is a recurso or a reclamación económico-administrativa. Deadlines for these are short, so ask a professional quickly.
Binding consultation: get a firm answer on your case
A consulta is a written question to the Dirección General de Tributos (DGT) about how the tax rules apply to your specific situation. It is the closest thing to an official answer in advance.
- Who can ask. Anyone with a personal interest. Some associations and professional bodies can also ask.
- What to write. Describe your situation in full, with all the facts. An incomplete description weakens the answer.
- How to file. Online through the electronic office, or on paper. Questions about regional taxes go to the regional tax body instead.
- How long. The DGT should answer within six months.
- What the answer does. It binds the tax administration for you and for others in the same circumstances, as long as the facts and the rules do not change. You cannot appeal the answer itself.
- Your protection. If you follow the answer, you cannot be penalised. Keep a copy to show you followed it.
When to hire a professional
A consulta is slow and covers only the facts you describe. For a filing due soon, a dispute, or a tax decision you want to challenge, a gestor or tax adviser who speaks your language is usually faster. Ask what they charge before you start.
The checklist and questions below cover the practical steps.
Getting a certificate that your taxes are up to date
Getting your certificate of being up to date with tax obligations
-
Check you have no unpaid debts or missing returns: before you apply
-
Decide what the certificate is for: general use, or a public contract or subsidy, which has its own option: before you apply
-
Request it online on the tax agency's electronic office under certificates, using a digital certificate, Cl@ve or electronic DNI: when you are ready to apply
-
Download the PDF, which carries a verification code: usually immediately after you request it, if you have no pending debts or missing returns
-
Book an appointment (cita previa) at a tax agency office and apply in person: if you have no electronic ID
-
Find out what is blocking it, such as a missing return or unpaid debt, then fix it and apply again: if the certificate comes out negative or lists a non-compliance
-
Use the certificate for general procedures: within 12 months of the issue date
-
Use the certificate for a public contract or subsidy: within 6 months of the issue date

Frequently asked questions
Can the Defensor del Contribuyente cancel or appeal a Hacienda decision?
No, the Defensor del Contribuyente cannot cancel or appeal a decision, because it only studies complaints and suggestions about how the tax administration works.
What should I use instead for a legal dispute with Hacienda?
For a legal dispute, use a recurso or an economic-administrative claim, not a service complaint. These are the routes that challenge the decision itself. The Defensor only helps with how you were treated.
How long does a binding tax consultation take to be answered?
The tax authority should answer a binding consultation within six months. You file a written request with the Dirección General de Tributos, online or on paper, and describe your facts fully.
Am I protected from penalties if I follow the answer to a binding consultation?
Yes, you cannot be penalised if you follow the answer, as long as your facts and the rules stay the same. The answer binds the tax authority for you and for others in the same circumstances. It is not something you can appeal.
